ACTIVITY CODE 14

In-Bond Export Consolidation Bond (Legacy)

Activity Code 14 was originally posted by parties that consolidated merchandise destined for export under bond, keeping the goods under customs control from the point of consolidation to the exporting conveyance. CBP terminated routine use of the code in 2022, and it is no longer accepted on standard Form 301 filings.

⚠ Legacy code — no longer written.

Activity Code 14 was originally posted by parties that consolidated merchandise destined for export under bond, keeping the goods under customs control from the point of consolidation to the exporting conveyance. CBP terminated routine use of the code in 2022, and it is no longer accepted on standard Form 301 filings.

The slot remains in CBP's activity-code table, however, and continues to be referenced in legacy bonds and in claims arising from movements that occurred while those bonds were in force.

Who must post it

  • Freight consolidators and export operators that held Activity Code 14 bonds before 2022 and have run-off obligations under them.
  • Parties handling in-bond export movements today, who should look instead to Activity Code 2 (custodial) coverage.

What the bond guarantees

  • Under legacy instruments: custody and accounting for merchandise consolidated for export under bond, and payment of duties and liquidated damages on any shortfall.

How CBP sizes it

  • No new Activity Code 14 bonds are written.
  • Current in-bond export activity is bonded under Activity Code 2, sized to inventory exposure with a $25,000 minimum.

Practitioner notes

  • Clients with legacy Activity Code 14 obligations should contact the port director where the original bond was filed for runoff guidance.
  • If you have been asked to provide an "export consolidation bond" today, the request almost always resolves to an Activity Code 2 custodial bond, which we write.

Frequently asked questions

Can I still buy an Activity Code 14 bond?

No. CBP no longer accepts the code on standard filings. Current in-bond export consolidation is covered under Activity Code 2.

I have an old Code 14 bond. Is it still in force?

Possibly, for transactions that occurred before termination. Contact the port director where it was filed for runoff guidance.

What replaced it?

Activity Code 2, the custodian of bonded merchandise bond.
